According to the latest report delivered by United States Government Accountability Office in May 2014, all of twenty four assessed federal agencies are not adequately managing their software licenses because they generally do not follow leading practices in this area with software metering.

The potential savings could be significant considering that, in fiscal year 2012, one major federal agency reported saving approximately $181 million by consolidating its enterprise license agreements even though its oversight process was ad hoc. Agencies’ oversight of software license spending is limited or lacking, and they may miss out on savings. Many organizations purchase more software licenses than they need because they have no way of knowing who is using what and as a result, over-compensate and over-estimate software license requirements.
